MEMBERS PLEASE NOTE - Frozen Semen Registration
Members please take note of the following ANKC notice and procedure, which was originally introduced in July 1994. Dogs NSW realise that many of their members have frozen semen that has never been registered, therefore to ensure that all frozen semen is registered on the database and a Certificate of Ownership issued to the current owner/s THE Board of Directors of Dogs NSW have extended the moratorium in as much that “All frozen semen, that Dogs NSW Members have in storage, MUST be registered within 18 months of this notice being published” We ask that you attend to this matter as soon as possible. Thank you.
AUSTRALIAN NATIONAL KENNEL COUNCIL
REGISTRATION OF FROZEN/CHILLED SEMEN AND OTHER PROCEDURES
Members are advised that the ANKC has resolved that from 1st July 1994 the registration of frozen semen from dogs resident in Australia and registered on the ANKC database will be implemented. In addition frozen or chilled semen imported into Australia from non resident dogs will also be required to be registered.
The owners of semen will be issued with Certificates of Registration of Semen, much the same as the current Registration Certificates.
The procedures for registration of puppies got from frozen semen will be simplified and will require the owner of registered semen to sign the stud certificate, as would be the case in a normal mating.
Owners of registered semen will now have the opportunity to officially trade in semen. Transfer of semen will be recorded by submitting a completed ‘Transfer of Semen’ application form, indicating the number of straws/vials being transferred, accompanied by the applicable fee then a new Certificate of Registration of Semen indicating the number of straws/vials will be issued to the new owner/s.
MORATORIUM
Would members please note that registration of semen collected prior to the date of this notice must be registered within 18 months otherwise semen will be ineligible for registration as will any puppies got by use of unregistered semen.
All local frozen semen must be registered within 18 months from the date of collection. All imported frozen and chilled semen must be registered within 18 months of the date of importation.
Semen imported from outside Australia will require the following documentation:
(i) Certified Pedigree of the Dog issued by the controlling body in the country of resident of the dog at the time of semen collection (not necessarily country of birth). (ii) Certificate of Collection of Semen (new ANKC form). (iii) Health and quarantine clearances as necessary from the Country of importation and, (iv) Application for Registration of Semen (new ANKC form).
The relevant forms can be obtained from the controlling body in your state or territory.
The ANKC has also resolved that in future puppies got from artificial insemination by frozen or overseas chilled semen will not be required to have the letters AI after their name. Instead the words Semen and the country of origin of the semen will be shown after the name of the sire on all documentation.
These new regulations do not apply to the artificial insemination of local fresh or chilled semen. The current procedures will continue to apply as far as these are concerned.
B. Commencement Date and Announcement That all Member Bodies commence registration of semen on a common date, suggest 1st July 1994 and that the attached announcement be published by Member Bodies in the next journal/gazette published after this Conference.
C. Fees That the fees applicable for initial registration and Transfer of Registration be deemed a domestic matter.
D. Import Documentation/Non Resident Frozen & Chilled Semen That the following documents are required for registration of frozen and chilled semen from a non resident dog:
(i) Certified Pedigree of the Dog issued by the controlling body in the country of residence at the time of semen collection (not necessarily the country of birth). (ii) Certificate of Collection of Semen. (iii) Health and quarantine clearances as applicable. (iv) Application to register semen.
E. Resident Dog Frozen Semen Documentation as above without items (i) and (ii).
F. Existing Frozen Semen Members are required to register existing frozen semen, whether from a resident or non-resident dog, or whether the animal is dead or alive. Members are required to register all semen within 18 months of the announcement of the proposal. Semen not registered within 18 months of the announcement would not be eligible for registration nor would any puppies got by unregistered semen be eligible for registration after that date.
When appropriate documentation is unavailable Statutory Declarations are acceptable, but only in cases of semen collected prior to the date of announcement of the proposal by each Member Body.
